History of MinSCAT
The Mindoro State College of Agriculture and Technology (MinSCAT) was originally the Mindoro National Agricultural School (MINAS) created by R.A. 506 as a national agricultural secondary school in the island of Mindoro. It formally opened Hs doors for learning on August 26, 1951.
In 1963, by authority of R.A. 3758
it opened the Collegiate Department. This steered the offering of
several collegiate courses. The first two years leading to the degree of
Bachelor of Science in Agriculture (BSA) was initially offered. This
was followed by the two-year course leading to Associate in Agricultural
Technology (AAT) in 1973, then the complete course offering of Bachelor
of Science in Agricultural Education (BSAE) in 1975 and the BSA
curriculum developed by the Technical Panel for Agricultural Education
(TPAE) based at Los Baños, Laguna was adopted by the school. This
gradually replaced the BSA curriculum as well as the BSAE.
The continued offering of collegiate courses, in addition to the
secondary curriculum which was offered since the founding of the school,
made MINAS a full-fledged college hence, the change of name from MINAS
to MCAT was approved on June 10, 1976, by then Secretary Juan L. Manuel
of the Department of Education, Culture and Sports. It was converted
into State College and is now MinSCAT by virtue of R.A. 8007 on May 25,
1995.
The leadership of MinSCAT as an educational institution has progressed
from its Superintendent, Mr. Eligio C Ureta, Sr. (1951-1962), to Mr.
Onofre F. Martin (1962-1963), Mr. Crispin E. Cabanlla (1963-1965), Mr.
Antonio U. Ganir (1965-1979), Mr. Camilo P. Silvestre (1979-1990), Mr.
Manolito V. Icalla as Principal-OIC (1990-1991), Mr. Jeremias A. Ortiz
as Administrator-OIC (1991-1994), Dr. Angelito A. Bacudo as
Principal-OIC (1994-1996).
The reorganization of MinSCAT as a State College through the able
leadership of Dr. Angelito A. Bacudo who was installed as its first
President on July 8, 1996 paved way for the development of MinSCAT as a higher educational institution.
On August 2, 2007 to July 9, 2010, Dr. Jesse T. Zamora served the unexpired term of the late Dr. Angelito A. Bacudo and on July 10, 2010
to present, he assumed the seat of the President. He coined the core
values, MinSCAT plants RICE; Responsibility, Involvement, Commitment and Excellence.
MinSCAT is the only state college in the province of Oriental Mindoro.
By virtue of CMO No. 27, series 2000, the Polytechnic; College of
Calapan and the Bongabong College of Fisheries were integrated under her
umbrella. With the widening service area, MinSCAT continues to serve
her role as an educational institution for students to become globally
competitive graduates and change agents responsible in fostering agricultural, fishery and industrial development.
MinSCAT Bongabong Campus originally the Bongabong School of Fisheries
(BSF) was established on September 21, 1964, by virtue of Republic Act
No. 3306. In 1975, the government approved the offering of the Revised
Fishery Technical Education Curriculum. It was converted into a full-pledged college as the Bongabong College of Fisheries (BCF) on July 15, 1995, by virtue of R.A. 8143.
MinSCAT Calapan Campus, on the other hand, was established as a
government secondary trade school known as Calapan School of Arts and
Trades (CSAT) by virtue of R.A. 3397 in June 1961 but only started
operating five years later. In 1972, CSAT merited the approval of
Ministry of Education, Culture, and Sports (MECS) to offer trade
Technical Education Curriculum. Efforts to convert CSAT into a higher
education authorized to offer degree courses were realized with the
approval of R.A. 8076 on June 19, 1995, converting CSAT to Polytechnic
College of Calapan (PCC). With the integration, then PCC has evolved as
MinSCAT Calapan City Campus.
The Mindoro State College of Agriculture and Technology, with three
campuses within the two congressional districts of the province, is
recognized as the only public institution of higher learning in the
province of Oriental Mindoro. It envisions becoming a self-reliance
center of development in Oriental Mindoro that provides sustained
leadership in instruction, research, extension, and production in order
to produce globally competitive professionals and appropriate
technologies crucial in helping develop a productive and
spiritually/morally upright citizenry, in a diverse yet cohesive
society.-1990), then to Mr. Manolito V. Icalla as Principal-OIC
(1990-1991), Mr. Jeremias A. Ortiz as Administrator-OIC (1991-1994), and
to Dr. Angelito A. Bacudo as Principal-OIC (1994-1996).
MinSCAT is the only one in the whole province of Oriental Mindoro. By

Guided
by the tenets of commitment, productivity and competence, the three campuses
chart their development programs towards the direction of technological
discipline which leads to global competitiveness.
MinSCAT
has mandated four-fold functions on instruction, research, extension, and
production which would constructively harness the aspirations of the people of
Oriental Mindoro and neighboring provinces for its quality but affordable and
technological education which can compete to global aspirations, the leaders of
this institution is aiming for.
Under
the able leadership of the late President, Dr. Angelito A. Bacudo, who was
installed as the first president on July 8, 1996, MinSCAT hopes to continuously
sustain professional growth, unity, commitment, and unequalled support in the
attainment of its mission, goals and objectives
But
fate intervened this noble intentions, he succumbed to death on February 2,
2007. His untimely death leaves MinSCAT into the hands of a more dynamic, more
aggressive, more determined person, Dr. Jesse T. Zamora, who was then installed
president after a couple of months to serve the unexpired term of the demised
president, Dr. Angelito A. Bacudo, on August 2, 2007 up to July 9, 2010 and
then once again appointed as a full- fledged president to serve MinSCAT from
July 9, 2010 up to July 9, 2014.
Under
the new administration, the institution showed signs of unequalled growth due
to his untiring effort and determination to put MinSCAT on the pedestal of
Excellence in Higher Education not only in the province but also in the whole
MIMAROPA region.
Books
of latest edition and publication and other reading materials were purchased to
adapt to the growing needs of the clienteles. New courses were offered,
extension and researches were accelerated to cater to the clamors of the fast
growing population of sustainable agriculture for food production.
The
school library now with its new site and location far from flooding that
destroyed almost all the resources of the library is now fully air conditioned.
Additional units of computers were installed, lights and ventilation are good
and conducive for studies of the students and a new library system is going to
be introduced this first semester, school year 2012-2013, the bar coding
system, a project of the Korean volunteer with the able support of the dynamic
president, Dr. Jesse T. Zamora.
Sir Abdon is a kind person,when he was welcoming us, he told us about the school and also planed what should we do when we were there. He already gave us the rundown of the activity and also he introduced our mentor there.
He really a talk active person and when we met him he always cheering on us and asked how is our activity. He always takes care of us.
There
are 4 classes of buildings, for grade 7, grade 8, grade 9 and grade 10. In the
classroom, we can see there are blackboard and toilet for students
at the back. It also provide tv to show rhe power point, video to support the teaching in the class. In one class, there are about 37-45 students. In addition to
classrooms, we can find principal offices and faculty offices for teachers.
Students
here use uniforms on Monday, Tuesday, Thursday, and Friday. On
Wednesday they have free uniforms.
Activity in Laboratory High School
Teaching system
Laboratory High School in MinSCAT start their time to study at 07.30am-05.00pm. Every subject only have
1 hour a day but continue for 4 days. For grade 10 there is a day when they learned English subject for 2 hours.
Materials and Other Learning Resources
In
this school, students do not have their own books to learn, so they will borrow
books in the library when they need them. Usually the students will copy the book and they learn or do the assignment through it. Teachers use the modules they get
from government websites, but some teachers only use the syllabus and the
internet for the material. For English the teacher usually use power point or video to teach the material.
Measurement and Evaluation System
To
evaluate students, the teacher will give the students some quizzes at the end
of the class or ask the students what they have already learned in the class. For the quiz the teacher ask the students to do the assignment and collect it.
Curriculum
Laboratory High School in MinSCAT uses K to 12 Curriculum as a basis for teaching students. So,
students have 4 years in junior high, that is grade 7, grade 8, grade 9
and class 10 and 2 more additional years in high school that are class 11 and 12, teachers uses
syllabus which they download from government website as their direction to teach
students. In K to 12 Curriculum, one year of study is divided into 4 quarters,
first quarter, second quarter, third quarter and fourth quarter.
Teaching Plan
In
this school, the teaching plan is divided into three. That is, daily study
logs, Semi-detailed Learning Plans, and Detailed lesson plans. For new graduate
teachers up to the third academic year, they will use the Detail Learning Plan.
For expert teachers, they use the daily tutorial logs only.
Daily
lessons only record forms that fill in student material and objectives.
A
semi-detailed learning plan is a lesson plan that summarizes teacher activity
and evaluation for students.
Detailed
lesson plans are lesson plans that summarize teacher activity and student
activities. Which everything that we will do in the class must be written in detailed lesson plan.My Regards
